I thought that the purpose of that site is to "... make a global ranking for challengers..." like you said. - difficulty of site

Some people could post what they think the sites should score (list own basescore proposals).
The basescores should be around 5000-10000, due 100.00% would equal around 10000-20000 points.

Another possibility would be to score all sites equal, and let the average solved thingy do the rest (maybe alter the forumula slightly).
